Uzbekistan issues executive order on Bitcoin mining

 

Cryptocurrency mining has been a contentious issue in many countries because of the energy demands by proof-of-work algorithms. The National Agency of Prospective Projects (NAPP) in Uzbekistan has published a list of demands targeting crypto mining operations.

Uzbekistan’s demands on crypto mining

The demands state that the NAPP will focus on adopting renewable energy in mining activities. The agency will only permit the operations of companies that use solar energy in mining Bitcoin and other cryptocurrencies.

These rules have been provided in the normative act on the government page, describing the rules that will govern crypto mining operations in Uzbekistan. The rules have been titled “Guidelines on the registration of the crypto assets mining.”

The finalization date for this act is on July 9. The second article of the document offers a bold insight into what the Uzbekistan government will be looking at when permitting crypto mining activities.

“Mining is being carried out only by the legal entity with the use of electric energy, provided by a solar photovoltaic power plant,” the article said. The article further adds that crypto miners should own the solar photovoltaic power plants that will be used in mining.

The crypto miners should also comply with the regulatory framework surrounding crypto mining in Uzbekistan. Miners have to obtain a certificate authorizing their operations, and they should register with the national registry of crypto mining companies.

Registering with the agency requires the miner to submit a list of several documents. The agency will take less than 20 days to process the application and decide on licensing. The mining certificates have a validity of only one year.

The updated guidelines also state that the coins generated from the mining operations will not be taxed. However, mining operators will have to pay special tariffs on the energy consumed according to the provisions of the Uzbekistan government.

Additionally, the mined coins can only be traded in crypto trading p0latforms based in Uzbekistan. The government has also banned the mining of anonymous cryptocurrencies. These are cryptocurrencies whose transaction history is not traceable.

Crypto mining regulations in Uzbekistan

Uzbekistan seems to be warming up to crypto mining, but this is with a strong regulatory backing. The NAPP is a restructured entity appointed as a special regulator of the cryptocurrency market in Uzbekistan.

The NAPP was given authority over the crypto market when the Uzbekistan President, Shavkat Mirziyoyev, launched several initiatives to regulate the crypto sector. In 2018, the Uzbekistan president signed a law barring local firms from launching cryptocurrency trading platforms in Uzbekistan. The law bestowed legal status to crypto exchanges operating in foreign jurisdictions.
